Through 2025 Dubai reinforced its status as a global leader in crypto innovation with a robust, clear regulatory framework. The Virtual Assets Regulatory Authority (VARA) sat at the centre, providing the secure environment that drew major platforms including Binance, Coinbase and Crypto.com.

VARA 2.0 and the compliance deadline

The defining development was VARA 2.0. Released in May 2025, the updated rulebook introduced stricter AML/KYC protocols, mandatory client screening and enhanced security measures. In June 2025 VARA set a deadline for Virtual Asset Service Providers to comply. This was the shift from writing rules to requiring adherence — the moment a framework acquires teeth.

A key milestone landed on 9 July 2025, when the UAE signed a memorandum of understanding with Crypto.com to integrate its payment system, advancing the broader goal of flexible digital transactions.
