MSCI Rules Could Push Strategy and Metaplanet Out of Global Indexes

The index giants have finally stopped pretending bitcoin treasury companies are ordinary operating businesses. On Thursday, MSCI Strategy Metaplanet exposure became the headline risk in passive portfolios worldwide, after the index provider finalized a consultation that classifies “non-operating companies” as ineligible for its Global Investable Market Indexes — with Strategy and Metaplanet both flagged in the initial simulation alongside uranium investor Yellow Cake.

How the MSCI screen works

The two-part test sounds simple and cuts deep. First: does the company hold substantial operating assets tied to a real business? If not, five financial ratios covering expenses, cash flow, changes in asset values and reliance on external financing are applied — failing four of five means ineligible. Companies already in an index get a two-year buffer: removal only after failing the screen in each of its two most recent annual filing periods. Non-members face the mirror image — blocked from joining after a single bad pair of filings.

The calendar and the money

MSCI announced results Thursday, publishes the final affected list November 11, and any removals take effect at the close of November 30, 2026. JPMorgan estimates roughly $2.8 billion of potential outflows from Strategy if it’s shown the door — a figure that could grow if rival index providers follow. Strategy counters that MSCI GIMI-linked funds hold only about 3.1% of its shares, and Michael Saylor keeps arguing the company is an operating business with a software segment plus a distinct bitcoin treasury arm, not a fund in cosplay.

Why it matters beyond two tickers

MSCI is also unwinding the temporary October 2025 measures that froze share-count increases for digital-asset-heavy companies, replacing sympathy with a standard screen. The precedent cuts both ways: treasury companies gained legitimacy when institutions bought in through index funds, and now that same plumbing is a vulnerability — passive money that once flowed in mechanically could flow out just as mechanically. November 11 is the date to watch; until then, the Saylor-MSCI standoff enters its final round, and every bitcoin treasury board should be stress-testing what “non-operating” means for their own cap table.
