BlackRock, SBI and Startale Link Tokenized Money Market Funds to JPYSC Stablecoin

BlackRock has signed a memorandum of understanding with SBI Holdings and Startale Group to explore connecting tokenized money market funds with the JPYSC stablecoin, Japan’s trust-type yen token. The agreement, announced October 27, covers infrastructure, business models and regulatory groundwork — and stops firmly short of launching anything.

In other words: the parties have agreed to talk seriously, which in traditional-finance-to-crypto diplomacy counts as genuine progress.

What the MOU actually covers

The three-way MOU — BlackRock Financial Management, BlackRock Japan, SBI Holdings and Singapore-based Startale — sets out three workstreams:

  • Technology and infrastructure: what it would take to connect tokenized MMFs with the JPYSC stablecoin.
  • Business and distribution: potential models spanning the partners’ networks and market reach.
  • Regulation and market development: assessing the regulatory landscape for tokenized assets and stablecoins in Japan.

No specific fund was named, no blockchain selected, no timeline given. The collaboration is explicitly open to other financial institutions and businesses in Japan and beyond.

What the JPYSC stablecoin is

JPYSC is issued by SBI Shinsei Trust Bank as a trust-type electronic payment instrument under Japan’s Payment Services Act amendments. Launched in June 2026 with Startale as technical partner — and distributed initially via SBI VC Trade — SBI Group bills it as Japan’s first trust-type yen-denominated stablecoin.

That matters for context: the global stablecoin market sits near $308 billion and is still overwhelmingly dollar-pegged. A yen token with a major securities group behind it is a small but symbolically useful data point for non-dollar rails.

Why BlackRock’s involvement is the headline

BlackRock already runs BUIDL, its tokenized money market fund launched in 2024 that invests in US Treasuries, overnight repos and cash — reported at over $2 billion in assets and one of the largest tokenized MMFs in existence. Pairing that expertise with a yen stablecoin ecosystem is exactly the kind of boring, plumbing-level work that decides whether tokenization becomes infrastructure or stays a demo.

SBI chairman Yoshitaka Kitao framed the shift to onchain finance as “an unavoidable global trend,” while Startale CEO Sota Watanabe pointed to accelerating US tokenization developments. BlackRock Japan president Yukiko Hashimoto said the firm would bring global expertise to exploring JPYSC with tokenized money market funds.

The honest fine print

This is an exploratory, non-binding MOU: no product, no commercial launch, no distribution agreement, and no named fund. We covered the RLUSD-coinbase stablecoin rollout and broader GENIUS Act-era shifts recently — the pattern across all of them is the same: partnerships announce, regulators converge, products ship late.

If the JPYSC connection moves from MOU to mainnet, it will be one of the clearest signals yet that major asset managers view yen-denominated stablecoins as a distribution rail rather than a curiosity. For now, add it to the watchlist — November’s OCC stablecoin rule in the US sets the backdrop.
