
Agentic payments moved from concept to hard data this week after Visa and blockchain-analytics firm Artemis published a joint report, “Agentic Payments from the Ground Up,” arguing that stablecoins are set to become the preferred settlement rail for autonomous AI agents making high-frequency micropayments. The July 16 report lands days after the Linux Foundation formally launched the x402 Foundation to standardise machine-to-machine payments, signalling that the payments and crypto industries are converging on a shared architecture for the agent economy.
Why agentic payments favour stablecoins for micro-commerce
The Visa–Artemis analysis divides the emerging agent economy into two tiers. “Macro-commerce” covers routine, higher-value tasks an AI performs for a user — booking a flight, renewing a subscription, buying goods within existing merchant networks — where card networks remain well suited because of their fraud protection, dispute resolution and identity checks. “Micro-commerce” covers the flood of sub-dollar transactions agents generate: API calls, metered compute, data access and pay-per-use tools.
It is that second tier where the report sees stablecoins winning. Traditional card economics make a fraction-of-a-cent charge uneconomical, while dollar-pegged tokens such as USDC can settle instantly at negligible cost. In agentic payments terms, stablecoins are less a competitor to cards than a complement — the rail that handles the transactions cards were never designed to process.
x402 and the standardisation race
The report’s thesis is reinforced by fast-moving infrastructure. On July 15, the Linux Foundation launched the x402 Foundation, backed by major card networks and technology firms, to standardise internet-native payments between software agents. The x402 protocol repurposes the long-dormant HTTP 402 “Payment Required” status code, letting a client pay a server directly with a small stablecoin transfer — typically USDC — without accounts or pre-existing relationships. Early usage remains modest in dollar terms — the Visa–Artemis report puts x402 at roughly $15 million in adjusted on-chain volume across more than 100 million transactions since its 2025 launch — but that transaction count points to genuine machine-to-machine activity rather than speculation.
Visa frames the endgame as hybrid. Cards would continue to handle authentication and mainstream purchases inside established merchant rails, while stablecoins ensure real-time settlement between agents. Notably, the report observes that the line between card and crypto systems is blurring: card-led efforts such as Visa Intelligent Commerce and various trusted-agent protocols are adding stablecoin support, while crypto projects adopt the identity and trust checks that card networks have refined over decades.
Institutional plumbing is catching up
The commercial case for agentic payments strengthens as regulated stablecoin infrastructure matures. Circle recently secured final approval from the US Office of the Comptroller of the Currency to form a national trust bank to custody USDC reserves, giving the token a clearer supervised path in the United States. That kind of oversight is precisely what treasury teams and compliance officers need before they will let autonomous software move corporate money at scale.
What it means
For institutions, the signal is that agentic payments are shifting from a research curiosity to a design consideration. Any business exposing services to AI agents — from SaaS APIs to data providers — will need to decide how those agents pay, and the Visa–Artemis view suggests the answer is “both”: cards for high-value, consumer-facing flows and stablecoins for high-volume, low-value machine settlement. The convergence also reframes stablecoins for sceptical boards: not as speculative crypto exposure, but as programmable settlement infrastructure endorsed by the world’s largest card network.
Risks remain. Agent-initiated spending raises unresolved questions around authorisation limits, liability when an agent errs, and monitoring of autonomous flows. Standardisation via x402 helps, but governance frameworks are still nascent. Nothing here is investment advice; it is an assessment of where payment infrastructure is heading.
