Google Wyoming AI Data Center Gets $17B Commitment in Project Tembo

Google is writing a $17 billion check for its first-ever Wyoming campus. The Google Wyoming AI data center project, branded Project Tembo, was formally announced this week for Laramie County just south of Cheyenne – a roughly 700-acre buildout of four data center halls plus office, logistics and network buildings, all designed air-cooled to keep local water use down.

The scale is the story: a private microgrid of 2.1 GW of contracted third-party resources, anchored by a 702 MW natural-gas fuel-cell plant with carbon capture and storage from Bloom Energy that reaches full commercial operation by the end of 2028. Google has committed to cover the full cost of the electricity it consumes.

Inside the Google Wyoming AI data center buildout

The energy stack reads like a roster of Wyoming’s industrial future. Tallgrass Energy anchors power generation; AEP is bringing roughly $4 billion of investment under a 20-year power purchase agreement announced in October; Black Hills Energy will invest about $1.8 billion between 2027 and 2029 for 564 MW of new generation, up to 590 MW grid-connected. Related Digital leads construction, with grading starting late 2026, vertical construction in 2027, peak electricity use in 2030 and full campus completion in 2031.

The economics for Laramie County are substantial: roughly 250 permanent operational jobs, about 2,500 peak construction jobs, about $150 million in projected net income for the county in 2030, and several hundred million dollars in property tax revenue for the county and School District 1.

Why the timing matters after the midterms

Google unveiled the campus two days after voters approved data-center restrictions in 40 of 41 local ballot measures across 10 states – a referendum on the AI buildout that rattled power traders and miners alike. Project Tembo is the counterargument: private funding, air-cooled design, full electricity cost coverage and a community council focused on Cheyenne’s concerns.

The bigger picture

Wyoming is already courting Microsoft, Meta and Amazon, and the state’s data-center count has swelled to nine campuses tracked. Google’s entry turns the Cheyenne corridor into a genuine hyperscale cluster.

For AI investors scanning for signal: when a company commits $17 billion to a single campus while data-center ballot measures sweep the country, it is betting the compute shortage outlasts the politics. The Google Wyoming AI data center is that bet, poured in concrete and fuel cells.
