Bank of Russia P2P Crypto Ban Gets Hard July 2027 Deadline in Updated FAQ

The Bank of Russia P2P crypto ban now has a hard date. An updated Bank of Russia FAQ published Oct 12 sets July 1, 2027 as the deadline for ending direct person-to-person cryptocurrency trading between individuals, citing Article 30 of Federal Law No. 282-FZ.

After that date, Russian residents conducting crypto transactions must route everything through authorized intermediaries – and those intermediaries are on the same clock to become licensed.

Bank of Russia P2P crypto ban: what the FAQ actually says

The permitted venues after July 1, 2027 are a closed list: licensed brokers, registered crypto exchanges, asset managers, and digital depositories – all overseen by the central bank. The same July 1, 2027 deadline applies to those entities to obtain the required licenses, which means the market structure and the ban land together rather than in sequence. No grace period separates "you must use licensed intermediaries" from "here is who is licensed."

The guidance carries the usual implementation caveat – final regulatory mechanics can still evolve between an FAQ and the actual enforcement date – but the direction has been consistent all year, and the date is now on paper.

The fine print: caps, licenses and self-custody

Two adjacent provisions matter as much as the headline ban. Retail investors are limited to purchasing 300,000 rubles (roughly $3,690 at current rates) of crypto per year through each intermediary – a cap that makes the licensed-channel route deliberately narrow for ordinary users. And already in force: Part 9 of Article 31 of 282-FZ prohibits transfers from regulated accounts to non-custodial wallets, closing the self-custody exit ramp before the P2P deadline even arrives.

That wallet-transfer prohibition was the subject of our Oct 15 report on the Bank of Russia’s personal-wallet restrictions. The P2P deadline reads as the second domino: first the exchange rails, now the peer-to-peer channels themselves.

What Russian crypto users face next

Practically, July 1, 2027 turns informal P2P groups, messenger-based desks and OTC side channels from gray market into extinct market. Users consolidate onto licensed venues; brokers and exchanges that want the flow must file paperwork on the same deadline the ban cites – a state-mandated renaissance for middlemen, whether or not anyone asked for one.

Timing questions are the open variable: how aggressively the central bank enforces against residual P2P activity, and whether the license pipeline clears fast enough to avoid a volume vacuum on day one. The FAQ fixes the calendar; the enforcement posture between now and mid-2027 is the story from here – and one we will keep tracking alongside the wider digital-asset regulatory wave reshaping how retail access works worldwide.
